The NPI Online Reporting System is the preferred way to lodge. It pre-fills details from the previous year’s report, includes calculation tools and validation checks, and offers a report upload web service so companies can submit from their own systems.
Key points
- Lodge through the NPI Online Reporting System
- Each facility lodges its own report
- Register with your state or territory NPI office
- Only coordinators, who must be company staff, can submit
- A due diligence statement accompanies the report
Registering
New users complete the NPI user registration form and send it to the NPI office in the state or territory where the facility is located. DCCEEW publishes contact details for each office.
Reporter and coordinator access
- Reporters can enter report data but cannot submit it. Consultants and contractors are limited to reporter access.
- Coordinators can enter data, maintain facility details and submit the report. Coordinators must be facility or company personnel, and most jurisdictions treat submission as certification.
What goes with the report
The occupier, or a person the occupier authorises, signs a due diligence statement confirming that care was taken in gathering and providing the information. A company can lodge one statement covering all its facilities within a state or territory.
Common questions when lodging
- A zero value is not accepted. Where a usage threshold was tripped, leave the emission field blank. Where only a fuel or energy threshold was tripped, delete the substance from the report. In both cases include a message explaining why.
- Results below the detection limit are estimated at half the detection limit where the substance is likely to be present.
- Emissions that stay within the site must still be reported unless they are held in a purpose-built, approved receiving facility.
Paper forms and multiple facilities
A paper form can be used only with the agreement of the state or territory agency. A company with several facilities lodges a separate report for each one, although a single due diligence statement can cover all its facilities within a state or territory. Help is available through the system’s help files, the Online Reporting System user guide and the state or territory NPI office.
