What NGER data does the Clean Energy Regulator publish?

NGER published data comes from section 24 of the NGER Act, which requires the Clean Energy Regulator to publish a point-in-time extract of reported data by 28 February following each reporting year. The 2024-25 data was published on 27 February 2026.

Key points

  1. Data is published by 28 February for the previous reporting year
  2. Corporate data is published at or above 50,000 t CO2-e of Scope 1 and Scope 2
  3. Corporate figures are group totals, not site-level data
  4. Designated generation facilities are published at facility level
  5. Corporations can apply under section 25 to withhold data

Corporate data

For each registered corporation whose Scope 1 and Scope 2 emissions total 50,000 t CO2-e or more, the Regulator publishes Scope 1 emissions, Scope 2 emissions and net energy consumption. These are group-level totals as reported by the controlling corporation, so they combine every facility in the group rather than splitting it by site. Market-based Scope 2 totals are also published where a corporation has voluntarily reported them, as they were in the 2024-25 corporate data.

For holders of reporting transfer certificates, data is published where a facility emits 25,000 t CO2-e or more, or produces or consumes 100 TJ or more of energy.

Electricity sector data

Designated generation facilities are published at facility level, including emissions, energy production, primary fuel source, emissions intensity and grid connection.

The register

The Regulator also publishes the National Greenhouse and Energy Register each year. It lists registered controlling corporations, reporting transfer certificate holders, responsible emitters for Safeguard facilities, and corporations deregistered without having to report.

Withholding data

A registered corporation can apply for some or all of its data not to be published. Section 25 of the NGER Act sets the grounds, which relate to information of commercial value or trade secrets.

What is not covered

NGER does not collect or publish data for agriculture, land use, land use change, forestry, private vehicle transport or residential emissions. These are captured in the Australian National Greenhouse Accounts.

Comparing years

The Regulator cautions that year-on-year comparisons need care. The Measurement Determination changes each year, and so does the number of reporters and facilities meeting the publication and reporting thresholds.
